New regions have been added to the POPs API and the historical stats API.

They are:

mexico for stats
Mexico for billing
MX-North, MX-Central, and MX-South for geographical location

Prior change: Deprecate user-creation endpoint

Following change: Prefer IPv6 option for Backends
